Q. Will a list participants at the bidders conference be posted on the web site?
A. We have transmitted an email to bidders indicating our intention to post this list if we do not receive any objections
to doing so by close of business Tuesday (4/4/06)
Q. Will you be posting a Q&A based on the questions heard at the bidder conference, or only subsequent Q&As received through
this e-mail address?
A. We do not plan to post the results of the Q&A from the bidder's conference. However, prior to April 12, we will be posting
Q&A's, based on questions received in the Supply RFP Inbox.
Q. Under Section 8, there is a request for Technical Data. It asks for "technical data as provided for on the final page
of this Appendix B." I am unsure of what technical data is being referred to. Is this referring to the data asked for in Appendix
F?
A. It depends upon which type of submittal the bidder plans to submit (e.g., Power Purchase Agreement, Build/Own/Transfer,
etc). Appendix F pertains to a Build/Own/Transfer. Appendix B, within the original RFP 2003B, pertains to a PPA. The phrase:
"the final page of this Appendix B" in the original 2003B RFP now should be interpreted to refer to the Technical Data requirements
of Appendix C (within the original 2003B RFP).
Q. Is PacifiCorp willing to provide a copy of some of the RFP documents in Word format?
A. We purposefully have issued the documents in PDF format. Please provide a separate summary of any sections or provisions
with which you disagree in conjunction with your response.
Q. Are those developers that submitted a full and complete proposal for the original RFP expected to submit an addendum
that highlights only that information which has changed or, alternatively, are we expected to submit an entirely new updated
proposal with the understanding that most of it is duplicative?
A. PacifiCorp's March 21, 2006 "RFP 2003B Call for New/Revised Bids" provides that bidders may provide updates, as appropriate.
Please refer to that document.
Q. Given the PacifiCorp and Utah Power IRP, when will the next cycle of RFP 2003B occur? Will this occur in the Fall 2006?
Spring 2007? To be determined?
A. This is yet to be determined
Q. When can we expect the PPA on the RFP website?
A. It's already there. Click on Amendment to 2003 RFP
and then look for Appendix E.
Q. What is the preferred delivery mode for responses to RFP 2003 B as Amended?
A. We will require electronic copies or hard copies by of responses by the April 12 due date. No faxed copies will be accepted.
Electronic submissions should be followed up with hard copies deliverable to PacifiCorp by the close of business April 14.
Any electronic submission not followed by hard copy shall be deemed non-responsive. Also, to the extent there are any discrepancies
between the electronic and hard copies, the electronic one shall be deemed the governing copy.
Hard copies should be addressed to:
RFP 2003 B as Amended
PacifiCorp, 825 NE Multnomah Avenue
Suite 600
Portland, OR 97232
Any hard copy responses containing items not on standard 8.5" x 11" paper or otherwise not easily copied, should include at
least ten copies of that item.
Q. Is there still a requirement that states that you are not eligible to bid if you deliver less than 70,000 MWh per year?
A. Yes
Q. Who were the bidder's conference attendees?
