Pacific Power provides recreation opportunities on the Klamath River at J.C. Boyle Reservoir, Keno Reservoir and along the Link River near Upper Klamath Lake. Other recreation areas are located along the Rogue River, Wallowa River, North Umpqua River and Hood River. Our facilities provide river and reservoir fishing, boating, camping and hiking opportunities.

Entrance to our facilities is free, except for Keno Camp, which costs $15 a night, and for our Wallowa River recreation area, which costs $8 a night.

Klamath River

Our Klamath River recreation facilities begin at Frain Ranch on the Klamath River below J.C. Boyle Reservoir and continue 40 miles upstream to the Link River trailhead at the outlet of Upper Klamath Lake.

Keno Reservoir/Lake Ewana
Keno Camp

J.C. Boyle Reservoir
Pioneer Park

  • Located off of State Highway 66 immediately west of the bridge over J.C. Boyle Reservoir
  • Day use only
  • Boating, fishing and swimming
  • 18 picnic sites
  • Toilets provided
  • Unimproved boat ramp

Klamath River campground and day use regulations

  • Observe laws regarding safety, sanitation, boating and fires.
  • The discharge of firearms or any device that propels missiles within or near any recreation area is not permitted.
  • Use motor vehicles only for transportation in or out of the campground or picnic area. The speed limit in picnic areas, campgrounds, launching and parking areas is 10 miles per hour. Park only in designated areas.
  • The use of motorbikes, ORVs or snowmobiles is not allowed in developed recreation areas.
  • Do not injure trees or other plants in the campground or harm any of the wild animals.
  • Pets must be physically restrained at all times (leash not to exceed six feet).
  • Permission must be obtained to operate a public address system or other noise producing devices.
  • Use designated roadways and paths to avoid trespassing on your neighbor’s site.
  • Do not leave an unoccupied vehicle or tent for a period exceeding 24 hours as a means of reserving a campsite.
  • Vending merchandise or commercial services are not allowed without written permission.
  • Place bottles, cans, ashes, paper, garbage, sewage and other rubbish or refuse in designated receptacles.
  • All fires shall be confined to fireplaces or grills provided by Pacific Power.
  • In campgrounds, the maximum limit on occupancy is 14 days.

Link River
Link River Trail

  • Trail is 1.5 miles long
  • Located on the west side of the river on Upper Klamath Lake in Klamath Falls, Ore.
  • Trail affiliated with the USA National Trails System and is part of the Link River Bird Sanctuary and Small Game Refuge
  • Popular spot for walking, bird watching and trail running
  • At north end of the trail, there is a quarter-mile paved path with two observation pads
  • Pedestrian access through turnstiles at either end of the trail
  • Pets allowed on leashes
  • Paved parking lot located off Hwy. 97, immediately adjacent to the Fremont Bridge.
  • No fees charged for the use of this facility.

Rogue River
North Fork Park

  • Day use only
  • Located near Prospect, Ore., on State Highway 66
  • Open year round
  • Six picnic tables
  • Swimming beach
  • Toilets provided
  • Serves as a trailhead for the Rogue River Trail

Wallowa River
Wallowa Park (Pacific Park)

  • Borders Eagle Cap National Wilderness Area
  • 11 campsites provided
  • Hookups for RVs
  • Water and toilets provided
  • $8 camping fee per night
  • Reservations are required and can be made by calling (541) 432-4902 or (503) 813-6666.

North Umpqua River
In Southern Oregon, east of Roseburg, the Wild and Scenic North Umpqua River provides spectacular recreation opportunities for rafting, mountain biking, hiking, angling and wildlife observing. Above the Wild and Scenic portion of the North Umpqua River is the North Umpqua Hydroelectric Project. The project has three small reservoirs, Lemolo, Toketee, and Soda Springs. The reservoirs provide multiple recreation opportunities including boating, camping, hiking, biking and fishing. There is also a viewpoint and boat launch at Toketee and a viewpoint at Lemolo Lake. All of the recreation sites are operated and maintained by the Diamond Lake District of the Umpqua National Forest.
