PacifiCorp plans to construct an approximately 32-mile-long, 500-kilovolt transmission line in Morrow County, extending from the Apex substation, which is under construction, to the planned Maverick substation. Since late 2023, PacifiCorp has engaged with potentially impacted landowners to identify viable route options for the project.
The Apex to Maverick line is needed to provide additional transmission capacity to serve new customers in Morrow County, provide redundancy to the Apex substation for reliability purposes and support future interconnection of new resources.
PacifiCorp identified and evaluated opportunities and constraints to route a transmission line between the new Apex and Maverick substations. PacifiCorp has prioritized working directly with property owners towards finding a suitable transmission path that balances property owner needs, construction realities and siting constraints within the study area. PacifiCorp’s proposed route is shown below, and the company welcomes public feedback that PacifiCorp will consider prior to seeking land use approval from Morrow County. PacifiCorp will respond to recommendations in a final report to Morrow County, including an explanation of the company’s decision.
Construction is expected to occur from 2027-2029.
PacifiCorp welcomes insight and feedback from the public and is committed to keeping the public informed as the project develops. Comments from the community will be collected online, as well as through public meetings, through July 31, 2026. Each comment, and PacifiCorp’s response, will be included in a report prepared in accordance with ORS 469.442. The report will be made available on this webpage when completed.
Community members will have two opportunities to meet with PacifiCorp representatives to learn about the project and provide feedback.
