PacifiCorp's 2025 Integrated Resource Plan (IRP) established an action item to initiate a Request for Proposals (RFP) to procure resources for its Oregon customers that are aligned with the 2025 IRP preferred portfolio and that can achieve commercial operations by the end of December 2029. Based on current estimated projections, the 2025 IRP calls for 1,570 megawatts of utility scale solar resources, 1,400 megawatts of utility-scale wind resources, and 320 megawatts of small-scale solar resources by the end of 2029. The 2025 IRP also calls for energy storage resources, including 509 megawatts of lithium-ion batteries with four-hour duration, and 272 megawatts of iron-air storage with 100-hour duration by the end of 2029. Given concerns related to the availability of transmission between the west and east sides of PacifiCorp’s system, all of the resources identified for Oregon in the 2025 IRP are located on the west side of PacifiCorp ‘s system.

When available, Transmission Consulting Agreement Studies Round 1 and Transmission Consulting Agreement Studies Round 2, as described in the 2025 Oregon Situs RFP main document, will be posted to the Open Access Same-time Information System (OASIS) under the Generation Interconnection folder and Cluster Queues subfolder.
A stakeholder workshop is scheduled for July 1, 2025, at from 1 p.m. to approximately 3 p.m. Pacific Time and will cover scoring and modeling methodology, the 2025 Oregon Situs RFP structure, deliverables, schedule, requirements, required forms and interconnection requirements. The stakeholder meeting materials will be posted in advance and a recording will be posted following the meeting.
