Renewable Energy Credits RFP January 2026

For this January 2026 RFP, PacifiCorp seeks cost-competitive bids for renewable energy credits (RECs) that can be used to meet its customers’ needs. PacifiCorp is seeking the following REC product types:

Product 1:

• Volume: 112,000 RECs
• Vintage: BH 2025 – 2026 (July 1, 2025 – November 30, 2026)
• Delivery: Preference for OOB June 30, 2026, last possible delivery date: November 30, 2026

Product 2:

• Volume: 109,000 RECs
• Vintage: 2026 (January 1, 2026 – November 30, 2026)
• Delivery: Preference for OOB June 30, 2026, last possible delivery date: November 30, 2026

Both products will meet the following requirements:

• Facilities will be located in the WECC.
• Technology sources:
  • Wind (preferred)
  • Solar (preferred)
  • Geothermal (preferred in small quantities i.e. <25,000 RECs)
  • Low-impact hydro (least preference, in smaller quantities i.e. <5,000 RECs)
  • Certified low-emission biomass (least preference, in smaller quantities i.e. <5,000 RECs)
  • Bids are able to be a combination of different technologies.
  • CRS-eligible preferred
  • COD of 2012 or newer
  • Minimum amount of RECs bid by a prospective seller should not be less than 5,000 RECs.
  • Counterparties can provide bids for one or both products.
  • Delivery: RECs will be transferred via the Western Renewable Energy Generation Information System (“WREGIS”).

Bidder(s) should provide PacifiCorp a completed Bid Response Form (Exhibit A), via email to contact below, by due date of Friday January 23, 2026, at 5:00 p.m. Pacific Prevailing Time.
