PacifiCorp is seeking cost-competitive bids for renewable energy credits (RECs) that can be used to meet its customers’ needs, including state renewable portfolio standard (RPS) requirements under the applicable laws and regulations of California. PacifiCorp is seeking short and long term proposals from parties (Bidders) interested in providing firm RECs that either qualify for compliance with the California RPS or meet the other requirements described below. The RECs must also be generated from a facility located in the WECC territory, and the facility must be registered in WREGIS and comply with WREGIS requirements. All proposals must meet the minimum size requirement of at least 1,000 RECs per calendar year. PacifiCorp is not setting a maximum size limit for proposals.
REC Product Types and Vintages of Interest
1. REC Product A; California RPS, Portfolio Content Category 3 eligible RECs from any Vintage Period between January 1, 2018 and December 31, 2020.
2. REC Product B; California RPS, Portfolio Content Category 3 eligible RECs for a ten year Vintage Period, 2020 through 2029, with a minimum of 30,000 RECs per year. The purchase must ultimately qualify for long-term procurement under California RPS rules.
3. REC Product C; Green-e eligible unbundled RECs from a wind or solar Generating Facility with a commercial operation date on or after January 1, 2007. Preference is for RECs being sourced from newer facilities with newer on-line dates. Owner of Generating Facility must submit, or will have submitted, a “Green-e Energy Attestation from Generator Participating in a Tracking System” form to Green-e and have Green-e’s acceptance of the form. Resource location preference is from states served by Pacific Power or Rocky Mountain. Other states still within WECC will also be considered. Eligible REC Vintage Period is from July 1, 2018 through October 31, 2019.
4. REC Product D; Green-e eligible unbundled RECs from an existing or new wind or solar Generating Facility with a commercial operation date on or after January 1, 2007. Preference is for RECs being sourced from newer facilities with newer on-line dates. Owner of Generating Facility must submit, or will have submitted, a “Green-e Energy Attestation from Generator Participating in a Tracking System” form to Green-e and have Green-e’s acceptance of the form.
