PacifiCorp’s 2022 All-Source Request for Proposals

PacifiCorp is seeking approval for its 2022 all-source request for proposals (2022 RFP) in Utah Docket No. 21-035-52, in Washington (Docket number UE-210979), and in Oregon Docket UM 2193.  Please consult the dockets on the respective commission websites regarding the regulatory proceeding. PacifiCorp established an action item out of PacifiCorp’s 2021 Integrated Resource Plan (IRP) to conduct the 2022AS RFP. The 2021 IRP preferred portfolio included 1,345 megawatts (MW) of new proxy renewable resources and 600 MW of collocated energy storage by the end of 2026.  Note, these figures and locations are indicative and exclude resource capacity to meet assumed customer preference targets (voluntary renewable programs for large customers) that were included in the 2021 IRP preferred portfolio.

Through the 2022AS RFP, PacifiCorp is seeking proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp’s transmission system in its east or west balancing authority areas (PACE and PACW, respectively).

The 2022AS RFP will consider benchmark, build-transfer, power purchase and tolling agreement for generating and storage resources as well as professional services contracts for resources such as demand-side resource proposals. PacifiCorp will accept new and also existing resources subject to certain conditions with terms between 5 and 30 years. Bids associated with these resources will be required to demonstrate their ability to be operational and deliver firm energy by December 31, 2026, or December 31, 2028 for long-lead time resources such as pumped storage hydro resources and nuclear. PacifiCorp intends to submit one or more self-build (benchmark) resources in the 2022AS RFP.

To support this competitive solicitation and assure a fair and transparent process, three Independent Evaluators (IEs) will provide oversight services on the 2022AS RFP for the Public Service Commission of Utah, the Washington Utilities and Transportation Commission (WUTC), and the Public Utility Commission of Oregon.  Contact information is provided below.

Utah Pre-Issuance Bidder Conference

Tuesday, January 11, 2022 from 1:00 pm – 3:00 pm Mountain Time

Update: Pursuant to Commission rules, PacifiCorp is providing an option to attend this conference in person at a Rocky Mountain Power Salt Lake City location. However, due to the recent spike in COVID-19 cases, in person attendance is strongly discouraged and potential bidders are encouraged to attend remotely via the Teams webinar. No preference will be given to bidders who attend in person. Those who choose to attend in person must RSVP by emailing the 2022 AS RFP mailbox ( by noon Monday January 10, 2022 and will be required to show proof of vaccination before being admitted and must wear a mask throughout the conference.

Washington Approval Process and Public Participation:

Washington’s rules for electric utilities¹ require a utility to engage the services of an IE to assess and report on a solicitation process if 1) the utility, its subsidiary or affiliate plans to participate in the RFP bidding process; 2) the utility intends to retain the option to procure resources that will result in the utility owning a resource or having a purchase option for a resource; or 3) the utility is considering repowering an existing resource. PacifiCorp anticipates it will participate in the 2022AS RFP, and therefore, after consulting with WUTC staff and stakeholders, PacifiCorp issued a solicitation for a Washington IE. At an open meeting on Friday November 12, 2021, the WUTC approved Bates White to oversee PacifiCorp’s 2022AS RFP.

Public Participation: Consistent with rules established in Chapter 480-107-017 WAC, interested parties have 45 days to submit written comments after a draft RFP is filed. Written comments may be submitted electronically through the WUTC’s web portal. If you are unable to submit documents via the portal, you may submit your comments by email, or by mailing or delivering an electronic copy to the WUTC’s Records Center. Comment submissions should include the docket number (UE-210979), commenting party’s name and the title and date of the comments. The WUTC will post all comments that are provided in electronic format to the 2022AS RFP docket on its web site.

Interested parties may also participate in WUTC open meetings to discuss the draft 2022AS RFP. Information about the timing of meetings and how to participate will be posted to the WUTC’s website in the 2022AS RFP docket (UE-210979). The WUTC has 75 days after the utility files its draft RFP to approve, approve with conditions, or suspend the filed RFP. PacifiCorp filed a draft 2022AS RFP on December 29, 2021.
