On September 29, 2023, PacifiCorp provided notice that it was suspending its 2022 All-Source Request for Proposals. The decision to pause the RFP was the most prudent decision for the company to make at the time as it allowed the company to adapt to changing planning conditions and make critical decisions for the long-term benefit of our system and our customers. These conditions included:
These changes remove restrictions that limit energy production in the summer from natural gas and coal-fueled resources in Wyoming and Utah.
On April 1, 2024, PacifiCorp published the company’s 2023 Integrated Resource Plan Update. The 2023 IRP Update preferred portfolio demonstrates that with limited procurement of battery resources in the near-term, which can be achieved outside of a request for proposals process, there is material customer benefit to scaling down and delaying resource acquisition until after 2030. As such, the 2022 All-Source Request for Proposals is terminated. PacifiCorp’s 2025 IRP will inform the next steps for incremental resource acquisition.

PacifiCorp Transmission has completed its second annual cluster study (Cluster Study 2) and has posted studies to the Open Access Same-time Information System (OASIS) in the Generation Interconnection folder within the Cluster Queues subfolder:
PacifiCorp established an action item out of PacifiCorp’s 2021 Integrated Resource Plan (IRP) to conduct the 2022AS RFP. The 2021 IRP preferred portfolio included 1,345 megawatts (MW) of new proxy renewable resources and 600 MW of collocated energy storage by the end of 2026. Note, these figures and locations are indicative and exclude resource capacity to meet assumed customer preference targets (voluntary renewable programs for large customers) that were included in the 2021 IRP preferred portfolio.
Through the 2022AS RFP, PacifiCorp is seeking proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp’s transmission system in its east or west balancing authority areas (PACE and PACW, respectively).
The 2022AS RFP will consider benchmark, build-transfer, power purchase and tolling agreement for generating and storage resources as well as professional services contracts for resources such as demand response resource proposals. PacifiCorp intends to submit one or more self-build (benchmark) resources in the 2022AS RFP.
PacifiCorp will accept new and existing resources subject to certain conditions with terms between 5 and 30 years.
PacifiCorp will consider eligible bids which demonstrate their ability to be operational and deliver firm energy by December 31, 2027, or December 31, 2028 for long-lead time resources such as pumped storage hydro, geothermal and nuclear resources.
To support this competitive solicitation and assure a fair and transparent process, three Independent Evaluators (IEs) will provide oversight services on the 2022AS RFP for the Public Service Commission of Utah, the Washington Utilities and Transportation Commission (WUTC), and the Public Utility Commission of Oregon. The proposed 2022AS RFP schedule is shown below, subject to change. As indicated in its 2022AS RFP, PacifiCorp stated that it may pursue a voluntary targeted demand-side RFP in August 2022. PacifiCorp has not identified any specific needs that would require PacifiCorp to pursue such a voluntary targeted demand-side RFP in August 2022, and this is reflected in the revised schedule below. Interested demand-side bidders may submit a bid to the 2022AS RFP by following Appendix Q. All demand-side bids are due March 14, 2023, the market bid deadline.
