2023 Energy Efficiency Request for Proposals

An important strategy in our Integrated Resource Plan (IRP) and Clean Energy Implementation Plan (for Washington’s Clean Energy Transformation Act) is to continue helping homes and businesses save energy and money. Over the next 20 years, our energy efficiency programs are expected to help customers save more than 4,950 megawatts of electricity.

Our energy efficiency programs for Pacific Power* and Rocky Mountain Power customers are delivered primarily by third-party implementers. Periodically, we issue a Request for Proposals (RFP) for energy efficiency program delivery and services. 

Listed below is information available for the energy efficiency RFP process. More information will be made available as it is released. 

Energy Efficiency RFP: Public Participation, Outreach and Communications

ANNOUNCEMENT – AUGUST 3, 2023

The Request for Proposals described in the April 7th announcement has not been released to the bidders list yet. Pacific Power plans to release the Request for Proposals to the bidders list by August 2023 (estimated).

ANNOUNCEMENT – APRIL 7, 2023

Pacific Power plans to release a Request for Proposals by July 2023 (estimated) to re-procure program delivery services for its energy efficiency programs for residential and business customers in Washington and California for the next three to five years. The period of performance for contract(s) from this RFP is expected to begin in early 2024. Pacific Power encourages all bidders able to meet the minimum requirements** to participate and is encouraging bids from proposers representing minority-owned, women-owned, disabled-veteran-owned businesses. Interested parties are encouraged to: 

  1. Review the General Proposal Evaluation and Selection Criteria and provide any comments related to Home Energy Savings and/or Wattsmart Business programs in writing by April 30, 2023, to WattsmartBusiness@pacificpower.net. Pacific Power will review and incorporate comments as appropriate.   
  2. Review our energy efficiency programs and plans to determine your level of interest in responding to the upcoming RFP.***

  3. Email WattsmartBusiness@pacificpower.net by April 30, 2023, with your firm’s qualifications to be considered for the bidders list. The RFP will only go to bidders on the bidders list. 
  4. Begin building your team. Pacific Power encourages all bidders able to meet the minimum requirements to seek local delivery staff/partners based in communities we serve and to find customer/trade ally facing staff who are minorities, women, and/or can show disadvantage. Bilingual Spanish/English skills are needed especially for Washington. 

Active Request for Proposals

Pacific Power released a Request for Proposals on September 1, 2023, to the bidders list to re-procure program delivery services for its energy efficiency programs for residential and business customers in Washington and California for the next three to five years. Bids were due October 31, 2023. Contracting is anticipated to be completed by March 31, 2024.

NOTES:

*Energy efficiency and renewable energy programs for our Oregon customers are procured and delivered by Energy Trust of Oregon, not PacifiCorp or Pacific Power.

**Including but not limited to the following: able to deliver in full at least one of the channels in the RFP, able to provide list and details on similar programs they are delivering (preferably in Washington, Oregon, California, or for Rocky Mountain Power), able to deliver with locally based field staff. 

***Home Energy Savings in California will be modified to be an equity program in 2023. Wattsmart Business in California is a resource acquisition program.
