Information on wildfire litigation

As a result of the historic and tragic wind event of Labor Day 2020, many Oregonians suffered losses to their homes, businesses and communities.

A message to our customers

An open letter to customers

To our customers,

The people of Pacific Power are unconditionally committed to our customers and have been for more than a century. With the support of our communities, we have built a reliable electric system that is the backbone of our quality life and an engine that drives economic growth across the Pacific Northwest. Pacific Power needs its communities more than ever to help deliver the sustainable energy future that Oregon deserves . A healthy utility provides certainty for customers and communities by providing safe, reliable and affordable power.

A future supported by utilities that can provide the electricity required for job growth, housing and community resilience. An important step toward stability for Pacific Power and its communities is managing the risk of extreme weather, especially wildfire, and focusing on developing more economic opportunities.

Wildfires are a growing threat in our service area and make operating a utility more expensive for customers by restricting access to crucial investments and contributing to higher costs impacting customer bills and reducing reliability. We are investing in wildfire prevention – from system strengthening to situational awareness using advanced risk forecasting and modeling – to enhance grid safety and reliability during wildfire season and year-round. These investments are intended to ensure devastating events like the Labor Day 2020 wildfires never happen again. These investments make the system more resilient and more reliable.

We are tirelessly working to provide closure to those affected by the fires so they can move on with their lives. We have responsibly settled nearly 4,500 wildfire claims for a total of $2.2 billion. We have resolved all federal government claims related to the 2020 Labor Day fires. Thes settlements we’ve made represent about 90 percent of the individual claims related to these fires.

We remain willing to settle all outstanding reasonable claims related to the Echo Mountain, South Obenchain and 242 fires, even as we continue to believe we acted responsibly. Settlements are the best way to efficiently resolve those claims. Class action litigation, in contrast, is a costly, drawn-out process.

Claims related to the Beachie Creek/Santiam Canyon fire are different, which is why we continue to challenge them. After nearly five years of investigation and analysis, the Oregon Department of Forestry officially concluded that this fire was ignited by lightning weeks before Labor Day 2020 and that our assets did not cause or contribute to the widespread damage in Santiam Canyon.

Wildfire risk affects everyone and there are no winners. We remain committed to working with regulators, legislators and our customers to adopt solutions that keep communities safe and resilient. This includes building strong public/private partnerships and advancing policies that help communities adapt to growing extreme weather threats.

Thank you for your trust and partnership as we work toward a safer, stronger energy future for all our customers.

Sincerely,

Ryan Flynn
