2019R Utah RFP

This solicitation is a request for cost-competitive wind, photovoltaic (PV) solar, or geothermal renewable energy located in Utah and interconnecting with or delivering to PacifiCorp’s system. The renewable energy resources must meet the criteria developed by the customers sponsoring this RFP, including Park City, Salt Lake City, Summit County, Park City Mountain Resort, Deer Valley Resort, and Utah Valley University (Participating Customers). The Participating Customers are seeking to purchase renewable energy from renewable resources through Rocky Mountain Power’s Utah Electric Service Schedule 32 or Schedule 34 (or any other applicable tariff allowed by Utah laws and regulations).

Proposals for new renewable resources must demonstrate that projects will achieve commercial operation on or before December 31, 2022. The minimum project size is 20.0 MW and the maximum size should not exceed the requirements of the Participant Customers.  The project must not compromise system reliability.

Bid Types: PacifiCorp will consider proposals for a power-purchase agreement (PPA) up to a twenty-five (25) year terms along with “build-transfer” structures under the RFP at this time. Alternative structures that are in compliance with the two restrictions noted above will be considered (or not considered) at PacifiCorp’s sole discretion and PacifiCorp reserves the right to reject non-compliant bids.

Bidder Conference: A bidder conference call will be held on Monday, March 25, 2019. The bidder conference will cover the 2019R Utah RFP structure, deliverables and schedule as well as allocating specific time to cover the Appendix C requirements and energy performance analysis.  Additional details on the bidder conference will be posted to the PacifiCorp website.

Update: In order to provide ample time for bidders to receive and integrate answers to their questions into their bids, the Company is extending the bidder response deadline to April 26, 2019 at 5pm MTN.  Answers to all questions submitted to the RFP email inbox to date will be posted/sent by 5 pm MTN on April 19, 2019.
